Evaluating Cash Transfers in Guatemala

The Government of Guatemala’s Conditional Cash Transfer (CCT) program used Magpi (formerly EpiSurveyor) with entry-level cell phones to dramatically reduce costs, facilitate accuracy and accelerate implementation of a nation-wide survey to monitor and evaluate the effectiveness, compliance and impact of the program. Compared to a previous survey conducted on paper, economists at the World Bank found that:

  1. the use of Magpi to collect data cut costs by 71%,

  2. the average interview length was reduced by 3.6%, and

  3. the preference of enumerators to use mobile phones over paper forms was nearly 90%.
